52 teams are divided into 13 groups of four participants. The host nation Wales received an automatic bye to this tournament, while the Spanish team will enter the competition in the elite round qualifier.

Based on the qualifying round results, the top two teams from each group and the best third-placed team advance to join Spain in the elite round. This round will take place in spring 2026 and seven groups will determine seven teams that will join Wales in the final stage of Euro-2026 (U-19).
