52 teams are divided into 13 groups of four participants each. The host nation, Wales' national team, automatically received a bye for this tournament, while Spain's national team will enter the elite round qualification.

Based on the results of the qualification round draw, two best teams from each group advance to the next stage along with the third-best team among those finishing in third place. They join Spain in the elite round which takes place in spring 2026 and will determine seven national teams that will join Wales in the final phase of Euro-2026 (U-19).
