The Football Association of Ukraine's Committee on Stadiums and the Safety of Matches has adopted a decision regulating the presence of away supporters at matches during a state of war.

The Football Association of Ukraine's Stadiums and Safety Committee has issued a resolution regulating the presence of away supporters at matches during wartime conditions.

In accordance with additional security measures, since the beginning of the full-scale invasion, the presence of away supporters at matches was prohibited. However, recently, supporters of visiting teams have increasingly appeared in the stands, prompting the committee to officially regulate this issue. Specifically, a procedure for supporters' entry into the stadium has been established, as well as the responsibility of clubs for their actions before, during, and after matches.

According to point 12 of Section I "General Requirements" of Additional Security Measures for Organizing and Conducting Football Matches in Ukraine During Wartime Conditions, the committee has decided to regulate the presence of away supporters and supplement its resolution with provisions regarding the responsibility of visiting teams for the actions of their supporters, namely:

"Visiting team-organized supporters are not prohibited from attending matches provided there is written agreement with the home club (match organizer). In such a case, the match organizer must provide at least 5% of the permitted number of spectators on the stadium—either in an away or separate section—and ensure sheltered seating for them. The visiting team's club bears exclusive responsibility for the actions of organized supporters.

The club also bears responsibility for the behavior of its supporters (including those identified by match officials), official representatives, and any other individuals performing specific functions on behalf of the club during the match."
