UEFA has published the approved calendar for the final stage of Euro 2028 — the tournament to be hosted by England, Scotland, Wales, and Ireland.

According to a UEFA statement, the championship will take place from June 9 to July 9, 2028, with matches being held at nine stadiums in Great Britain and Ireland.

List of Euro-2028 Stadiums

Cardiff: National Stadium of Wales.

Dublin: "Dublin Arena."

Glasgow: "Hampden Park."

Newcastle: "St James' Park."

Manchester: "Etihad Stadium."

Liverpool: "Goodison Park."

Birmingham: "Villa Park."

London: "Tottenham Hotspur Stadium," "Wembley."

Opening Match

The opening match of the tournament will take place at the National Stadium of Wales in Cardiff. A Group A game is scheduled for Friday, June 9, 2028.

Round of 16 and Quarter-Finals

The Round of 16 matches will be held at eight out of nine host stadiums (excluding "Wembley"). The quarter-finals will take place in Cardiff, Dublin, Glasgow, and London.

To ensure fairness and equal treatment for all teams, the winners of the Round of 16 will play their quarter-final matches in different cities.

Semifinals and Final

The semifinal and final matches are scheduled to take place at "Wembley" in London. The semifinals are planned for Tuesday, July 4 and Wednesday, July 5, with the final on Sunday, July 9.

Format of the Euro-2028 Final Tournament

The format remains unchanged since Euro-2016. Twenty-four teams will qualify for the group stage and be divided into six groups of four participants each. The top two teams from each group, along with the four best third-placed teams, advance to the Round of 16. From there on, the competition proceeds in a knockout format.

“Group Leaders”

Most teams will play their three group stage matches at three different stadiums. However, each of the six groups will have a “group leader,” who will conduct all three games in one or more pre-selected cities.

In five out of the six groups, the position of “group leader” is reserved for one of the four hosts (England, Scotland, Wales, and Ireland) and Northern Ireland if they qualify at the time of the final tournament draw. In the sixth group and any others where the four hosts and/or Northern Ireland do not qualify, the positions of “group leaders” will be distributed among the teams from the first pot in the draw.

If the hosts and Northern Ireland qualify, they will play their group stage matches as follows:

England: "Etihad Stadium" (1), "Wembley" (2).

Northern Ireland: "Tottenham Hotspur Stadium" (1), "Villa Park" (1), "Wembley" (1).

Ireland: "Dublin Arena" (3).

Scotland: "Hampden Park" (3).

Wales: National Stadium of Wales (3).

Kick-off Times

Three kick-off times have been approved for the tournament: 16:00, 19:00, and 22:00 (Kyiv time).

The final will start at 19:00 Kyiv time. Full information about each match will be announced after the draw of the final tournament in 2027.

Draw and Format for Qualifying Group Stage

The draw will take place on December 6, 2026, in Belfast (Northern Ireland).

Twelve qualifying groups of four or five teams each will be formed.

The tournament hosts (England, Ireland, Scotland, and Wales) will also participate in the qualification process after being seeded into different groups. Twelve group winners and eight best second-placed teams will qualify directly for Euro-2028. Two places in the final tournament will be reserved for two host countries with the highest ranking that do not qualify as group winners or best second-placed teams after the completion of the qualifying group stage.

The remaining places will be distributed through a playoff between the second-placed teams in the qualifying groups and the winners of the 2026/2027 Nations League who did not qualify for Euro-2028.

Depending on the number of licenses received by host countries, the number of places in the final tournament to be contested through playoffs may vary from two to four under one of three scenarios:

1) Both reserved qualifying spots for hosts are taken up: eight teams will compete in two paths for two places in the final tournament with one-legged semifinals and finals.

2) One reserved qualifying spot for a host is taken up: twelve teams will compete in three paths for three places in the final tournament with one-legged semifinals and finals.

3) No reserved qualifying spots for hosts are taken up: eight teams will compete in four home-and-away playoffs, and four winners will qualify for the final tournament.

Qualification for Euro-2028 will begin in March 2027 and end in November. Play-off matches will take place in March 2028.
