The Ukrainian Football Association, in accordance with UEFA's Quality Standard requirements for club licensing, conducted a series of planned events at the Football House regarding the accreditation (licensing) of football clubs in the process of obtaining permission for participation in the 2026/2027 club competitions. On December 2-3, a seminar-council was held on current issues of accreditation (licensing) as part of obtaining permission for participation in the UPL/UEFA 2026/2027 competitions. On December 4, a similar event took place for professional clubs.
The Ukrainian Football Association in accordance with UEFA Club Licensing Quality Standard requirements conducted a series of planned events at the Football House regarding accreditation (licensing) of football clubs in the process of obtaining permission for club competitions for the 2026/2027 season.
On December 2-3, a seminar-forum on current issues of accreditation (licensing) was held to obtain permission for club competitions in the Ukrainian Premier League/Uefa for the 2026/2027 season.
On December 4, a similar event took place for Professional Football League clubs of Ukraine that are in the process of obtaining permission for club competitions in the first and second leagues of the PFL for the 2026/2027 season.
On December 10, a seminar-forum gathered amateur clubs that expressed the desire to go through the accreditation procedure in the process of obtaining permission for club competitions in the second league of the PFL for the 2026/2027 season based on the sporting results of their first team (promotion to a higher level competition).
On December 11, a seminar-forum was held for clubs participating in All-Ukrainian Women's Football Tournaments that are in the process of obtaining permission for club competitions under the auspices of the Ukrainian Football Association/UEFA for women for the 2026/2027 season.
The most important event at each of these events was the presentation of the updated version of the Regulation on Accreditation of Football Clubs in the Ukrainian Premier League (2025 edition), the Regulation on Accreditation of Football Clubs in the Professional Football League of Ukraine (2025 edition) and the Regulation on Accreditation of Women's Elite League.
The most controversial issues can be considered the approved course of reforms in the system of children's, women's, and girls' football competitions, the necessity to introduce additional programs for improving coaching qualifications, as well as the specifics of legal relationships with DYSZ in the context of mandatory payments for the preparation of young footballers and female footballers.
Special attention was paid to new challenges for Ukrainian top division clubs that will affect youth football (the compulsory presence from the 2026/2027 season of a U-21 team, as well as the requirement for step-by-step integration of children's and youth teams U-10-U-17 into the structure of a club that wants to participate in UPL competitions).
During the seminar-forums, representatives of clubs actively participated in discussions on issues related to the activities in the women's and girls' football sectors, particularly in the conceptual view of the future strategy for the development of women's and girls' football at the Ukrainian Football Association.
A separate block of key issues was devoted to discussing the financial stability of clubs, protection of long-term stability under current conditions, including — compliance of clubs, particularly those aspiring to participate in UEFA club competitions, with basic financial management rules and transparency.
Seminar participants received substantive information from experts on social and environmental sustainability criteria, sports, infrastructure, human-resource-administrative, and financial criteria. Each club representative had the opportunity to express their opinion and actively discuss the latest changes in accreditation (licensing) regulations for football clubs.
The conducted events demonstrated the importance of constructive dialogue between the Ukrainian Football Association, the Ukrainian Premier League, the Professional Football League, and football clubs within the context of forming a unified vision of further development of club activities under the legal regime of martial law in Ukraine.
Confident that these events will become a solid foundation for the development and popularization of football under current conditions.
